Why hasn't the tutorial been revamped?

I mean, seriously, how hard is it to tell you to build AD on Ashe and not Warmog's, give a little textbox that says "hold A and click to attack anyone in the vicinity," and a couple minions to try it on, another that says "hold shift then press an ability to instantly activate it," and give a few minions to try your Volley on, another that has the enemy bot spamming emotes and spamming in chat "Type "/mute [whoeverthebotwas] Bot(Their username)" to not hear from this player, or see their emotes."

Then it have a tip at the end that says "Not all champions build attack damage, some build ability power, and some focus on health, armor, and magic resistance."

It would be so easy and make new players feel more welcomed. Why hasn't this been done yet?
