That's been his passive for a while now. Now it's over two hits instead of one and I highly doubt riot will let the new passive be equal to 2 hits of the old one. More likely it'll get split somehow.

Actually, with tarics dazzle being a skill shot, his reliability goes down. So that means his power budget allows for more damage. It definitely looks strong.

I'm definitely waiting to decide for sure whether this update infuriates me or not =P According to surrender at 20 and the PBE notes, It looks like his E gets an armor ratio, his w gives more % armor to him and his bastion (I guess in exchange for only being 2 targets with no damage attached) so it'll be a bit weaker earlier on but stronger later, theoretically from just considering the armor. The shield definitely weighs into the equation as well. His passive has base damage unrelated to his armor but lower armor ratio, but it's 15% per hit for two hits (with additional base damage) instead of 20% for one so it looks like you were correct about the strength of it.

Short version, so long as I can see predominately heavy AD enemy team and proceed to beat some faces in (either solo top or support) the rework will be successful =P
