Can we have a "do not play with" list?

I had to firs tplay with, then play AGAISNT the msot toxic of players, when playing with them they got on my ass all game about not pining mia (for refrence, i was toplane darius vs toplane panth, panth was getitng ganks form the first 90 seconds of game, and i got 0 ganks all game), and "being bad".

the next game i had to play AGAISNT them they didnt say anything during the game, instead they just jsut proded our adc, i was the supprot and our ADC was playing TERRIBLY, rushing facefirst into unwarded bushes, blaming me for her lvl 2 death because i "didnt heal her" (she took krugs, leaving her with about 100ish HP, and i was still lvl 1 sona with Q) then proceeded to harass me all game about being bad when in the end i had more kills, and fewer deaths then her adn we lost. then, the person mentioned before jumped in and said it msut have been all my fault because they played with me last game and name calling, cursing, reporting, and general douchbaggery ensued from them both.

So, i propose a list, with a max amoutn of say 200ish players, that you can only add players to IF youve played them, so they can only be added post game, at which time you add them to the list, and give a reason, this gets sent to someone for review, they review the game and the chat and determine if the reason is valid, if they consider it valid the person is added to a DO NOT PLAY list, and those 2 players wont be queued together, in any queue.

Now, a second part of this list is that if you suspect that a person you are playign with or agsint is someone on your list with a new account you can report it and someone can review it and add them to yoru lsit, without tkaing up a spot on it, this way smurfs, people you hate, or peopel you jsut cant stand to play with wont end uop playign with you.

This really only effects solo players like msyelf, because jesus if i had a bad game with someone WHY PUT ME IN ANOTHE RGAME WITH THEM. Its going to put someone on tilt, and has happend several times in the last week or so and ive gone form S2 with 50lp, to being demoted to S3 with less then 30 LP. all becuase certain players jsut jump on my ass the second the game starts, and i know i can mute them, but how do you mute someone who follows youa roudn the map and jsut bugs you with /dance? You cant, they jsut follow you around, taunting and dancing, not bothering to help the team at all, they jsut want to piss YOU off.
