How come I'm still level 2 honor?

From the start of this season I'm still level 2 (step 3, the last one) and it doesn't rise at all. I was never punished, Last season I was lvl 5. I get honors quite often and even if I wouldn't Riot said that it's possibe to raise honor level without getting honors. What's the deal here?

that's weird, I started at the same level and I'm now lvl 4 (first step I think). It'd be nice to see our progression regarding the honor system.

Yeah, my friend are all level 3-4 while I'm still at 2
