Fiora was considered underpowered for the first two weeks. Later she had to be nerfed pretty hard and now there is no reason to pick her over other AD casters.

The damage just isn't there. The damage can't possibly be there in his current kit. I'm confused how to build... tanky? support itemy? damage? Say no to damage, cause even with full damage build, you won't do any.
