How is Elise allowed to have a 41% win rate and .95% pick rate

Elise is a rough one to straight up buff. Were you here for her release? She was crazy strong! Just pure damage or cd buffs might set her over the line. I would much rather see a mini-rework that gives her more interaction with Neurotoxin and Venomous bite... you know the whole poison/toxic aspect of it seems completely lost. Her game is decent but late game she is nothing but a stun-bot with only enough damage to clean up fights if built tanky and is soooooooo squishy when built full damage. I love the spider and her awesome blood moon skin, but there are a lot of issues that need to be taken care of. :C
