Truthteller1 votesNo he's not, he is just an ad-caster style ADC that counters low range squishy mages like Annie and Zilean. He does surprisingly well in the new meta because he's forcing everyone, especially the slow-clearing junglers, to buy armor or get bursted in one rotation.
