Full AD Jarvan is not new, it has been around for a looong time. Its extremely feast or famine, but Jarvan's popularity has been rising, so who knows?

Has it really been rising again? Ever since the changes to his flag's buffs I have only seen him on very rare occasions. His flag did just get a pretty hefty buff though didn't it.

jarvan is one of a few AD champions who can legitimately one shot you. but you never notice it because not only is jarvan not played to much, people usually play him as an auxiliary support.

He doesn't even give you room to react. the damage is dealt in less than 1.2 seconds, if you don't flash or dash when you see him you are rekt dead.

yup. Hes a lot like LB or the original problem kassadin. If his QWE doesnt kill you, his R trinity and duskblade will.

51.5% win rate isn't nerf worthy yet. Even 52.5% is questionable for nerfing. Anything higher definitely should be looked into for a nerf though.

Oh I agree, but I'm saying that his winrate is rising over the course of patches, so who knows what he will do in the near future?

Probably not much. He isn't getting buffed anymore and if anything Assassin items are going to be nerfed in the coming updates.

So, J4 can build full AD and kill squishies = OP? We have a problem, if he builds full tank and still does the same. They removed the free armor stats from his kit, so he isn't even tanky anymore.

he gets a shield from his AD, like Riven, so he isn't quite forced to build so tanky, also his base damage is good and his base health is really good. He can build semi tank and still erase you, specially with Armor Pen runes.

Active: Jarvan IV slows all nearby enemies for 2 seconds as well as shielding himself for up to 5 seconds, with the shield increasing in strength for each enemy champion hit by Golden Aegis.

Slow: 15 / 20 / 25 / 30 / 35%

Base Shield: 50 / 80 / 110 / 140 / 170

The only champion with AD scaling shield is Riven... If you have problems with bruisers, find a friend who can play support and peel for you; or go with bruiser builds on the squishies.
