Why can't I be consistent?

I play tons of games where I do completely terribly, and I'm sure that I'm the absolute worst at this game. Then I go on a spree of wins and am completely confused as to what my actual skill is. It's why this game infuriates me so much. How do I just become consistent, winning or losing?

Because most league players don't actually develop a system. They play on auto-pilot.

You have to be self conscious of your own play and be cognitively active as much as possible throughout a game.

It's extremely easy to just switch on auto-pilot, without even being aware really.

There is a lot of information out there on how to better yourself as a player, but you can't say for sure that everyone who reads or comes across that piece of information will utilize it to its fullest or even remember to apply, and just kick on auto-pilot again.

In my opinion, the best way to spot consistency in lower level play is a new difference in Gank avoidance / Map awareness ( top tp, mid roam, jg last seen ) Death frequency lowered, and having a solid plan on progressing throughout the game to apply pressure on the map.

The difference between a Bronze Silver to Gold Plat could very well just be how effective the players can utilize information and consistently think about the current game, rather than just CSing and Moving to mid bot top dragon baron.

Someone with a logically sound plan vs someone who's auto-pilot. The logically sound planner will always be in the lead, compared to auto-pilot who's completely blind simply cause they aren't using their brain.

This is sound advice. You will naturally become better just by playing more, but past the early learning curve you will plateau quite quickly until you learn to consciously assess your plays and your awareness of the game state at any moment. Your own variance in performance can also come from a lot of different factors: if your issues are with your mechanical skills, or your skills at a certain champion, that can only be solved through practice. If your issues are with, say, dying too often to ganks, or losing momentum with your team despite good early wins, those are strategic problems that also take practice, but also an active effort to notice how you play and what you could be doing to improve. Looking at how higher-level players play can also help show you how they do things differently, especially since many of them give out tips and explanations on their streams and VoDs.

Being out of sync with what you're doing, especially if you're doing well, is something we can all relate to.

Though MMR proves otherwise, one method that helped me improve was self-awareness.

For example: every match, I make it an effort to be aware of what's happening around me. Where my jungler is, if my Mid laner wards, camp spawns, even the first back item my ADC chooses to pick up.

If there's something I don't notice right away, I make a note of that.

I would think consistency in an inconsistent game is going against the grain. Instead, you should observe what you're doing, dissect your play style, and improve from there.

Because every human is different. I think of it like Street Fighter, Tekken or Mortal Kombat.

I can win as Ryu vs Ken 5/10. Depends on who's playing and how they play.

League of Legends is a paper, rock, scissors game where a rock can become paper through itemization and different playstyle.

Lee Sin is a perfect example as a champ that can be used in many different ways due to his kit having flexibility. Simply put, you can be outplayed any way you approach him, but you can own him if he makes a single mistake. Anything from miscalculation AoE on his E to whiffing a Q, ulting the wrong way or not using his W to its highest benefit (maybe should have fought with shield and bonus lifestyle instead of dodging) or casting his abilities too fast, not getting full usage of his passive.

The secret to being consistent is afk farming and gauging your opponent while you do so. Poke the beast and see how they react. If they're passive, poke more. If they're aggressive, don't let them use that aggression.

Farm is way more consistent than kills.

If your team can't teamfight, split push and have your team group as 4 and waveclear.

Analyze the opposition's movements, and your own as well. Warn your team if you think they could be heading into a bad position. Ping them if you think the opposition is moving into a position you can punish.

Besides being riot that manipulates the matchmaking to make you have a 50% win-loss ratio, you need to learn what to do in the game, as right now you play by improvisation and reflexes rather than planning and knowledge.

I wrote a pretty exhaustive guide on how to improve at the game strategy-wise and how to close it. Be careful: high sodium contents ahead.
