How system is working in case of "troll report" ("Negative attitude", "intentional feeding")?

How system is working in case of "troll report"? If it is working at all... if system can punish players for that kind of behaviour.

How system distinguish "troll" from "noob"? If system will have to assess player with 0/10/0, system evaluate this player as a noob or troll? If... as a noob, so it is easy to believe that system will not punishe him at all... but in that way - why player with so low skill have been choosen to our team?

I just starting to believe that whole this system is one big fake.

'Intentional feeding' reports are evaluated manually. If a Rioter opens the replay file and sees your Yasuo running it down mid, a manual ban will be issued. However, they are people as well and sometimes they don't catch every troll. There are players who have their own way of inting that doesn't look like inting...

Just had a Plat 5 Kayle in my promos, we all thought she was simply playing horribly. Until we saw that at level 18 she didn't even level her ultimate, and she kept warding so she could move exactly where the enemy team was and die.

OKAY. How else - can Rioter evaluate a player with score, eg 0/10/0 if he does not assess that player as a troll? It supposed to mean waht... that it was not his fault?... so if not him - whos? ... his team?... or maybe it was not a troll, maybe it was just a weak player? ... and if so, can it be considered that the system improperly selects players?

It does not matter how you will assess that situation it will always suggest that something is not working...

I have that kind of players over and over... and mostly those players are selected to play with me on bot lane (I'm support)... I'm sorry but it is sick.
