contrary to popular opinion, i don't think runes should be removed

just give everyone access to all tier 3 runes and keep the rest of the leveling for new slots to give new players more reward for leveling

refund a scaling % of ip depending on how many runes the person has (bc riot loves their scaling) with players who have lots of runes getting a lesser % of the ip they spent and people with less runes get more %, not only because the ip is more valuable to people with less runes (assuming they are newer players) but because then you dont just give like 40k ip to random ppl

this would lead to most customization that anyone could get out of the runes bc currently its just messy as fuck and someone having the equivalent of a 1000 gold item right at the start is unfair to punish someone for spending ip on champions

would this hurt riots profits? marginally. i assume riot makes most of its money off of skins anyway
