His Q works for anything that is labeled as the "enemy"

He can ward hop.

He can safeguard himself to an ally.

When fighting against him in the jungle, he can just Q a camp and escape.

Why was this champion made this way?????

You forgot to mention that he can also kick you away when he gets into trouble and everything else already failed. I agree, he is a pain in the ass. But, as sick of seeing him as I am, he isn't overpowered. So you just have to deal with it I guess.
