Stormrazor should be buffed and made ranged only! It is a noob trap for melees anyway.
Also: what's the point of an item like Stormrazor if it's this mediocre despite its whopping 3100 price tag?
Why not make it more worthwhile but also ranged only? No one will ever use it aside from marksmen and annoying ranged solo laners, and right now they have no reason to buy it first or even second, maybe third if they feel like it. It's got a real Ionic Spark feel to it right now, you know what I mean?
If melee champions want a slow they buy Frozen Mallet, Randuin's, Righteous Glory and DMP. They really don't need another source, and DMP and Randuin's are hard to beat in terms of sheer value. Even if Stormrazor was decent on melees, they would much rather buy a real damage item like BC or Shojin, or just buy their melee-only items instead. There is no point for leaving it as a melee item - melees have plenty of items to choose from already that absolutely trump this iteration of Stormrazor.
Melee champions already have two melee-only items (technically four, considering Tiamat's upgrades) in

. Let ranged champions finally have a second one as well in 
. Make it actually worth buying to boot!
Maybe don't buff the slow though lol. Just buff its other stats a little and make it Ranged Only. Please and thank you!
