Banner of Command feels really limiting right now

Maybe this is just a perspective, and perhaps one that people don't really share with me, but I find the existence of Banner of Command to really limit my choices in champion select. I often find myself shying away from picking an AP jungler or top laner just because of the item. I think it's a good thing that Riot would promote picking a comp with both types of damage, but I don't think it's good that a single item can prevent me from picking a range of champions because my team can't deal with it. I know people are going to point to resistances like MR and Armor as comparable, but I think resistances are much healthier as they are individualized and there are items to penetrate through them. I don't get that same sense when I see a Sion or Cho'gath rush Banner of Command. Champions like Rumble, which seem like they should be quite strong in the meta right now, feel completely pushed out.
