@Meddler : are Juggernaut items getting abused recently?

So in the Follow-Up Juggernaut item thread ( http://boards.na.leagueoflegends.com/en/c/developer-corner/fWOVQoin-followup-juggernaut-items ), it was said that Juggernaut items were rather successful, that stat binding had worked, and that it was great. And at the time, I was of the same opinion.

But recently, we have seen a lot of Assassins/Light Fighters using builds with much more durability than usual, and having great success with it. Fiora, Yi, Akali are the biggest offenders. There has been some comparisons between old Atma and new Titanic.

So, was the assessment made in the Follow-Up thread just too early? Or what did happen to change the situation? Do you think it's a problem, or do you think they are interesting and healthy alternative builds? (Spoilers: I don't think so, imho.)

Or maybe it's not related to Jugg items at all? There is also Elise built as a Tank support, just like Ekko and Fizz had their period during the last season when they were built as Tank junglers. Are Tank builds on squishy champions bound to happen once every while?

(EDIT: I created this thread because I tried to have this discussion during the 6.4 Patch Discussion but didn't manage to get any answer, and bevause this other thread kinda touched the same issue: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/UEWjn3NO-season-6-metagolem-and-you This other thread is also quite interesting if a bit wordy: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/naqnZw1E-riot-so-tank-fiora-yi-and-akali-are-a-thing-a-quick-question-about-item-design )

As far as I am concerned, there are currently a few cases of items that are (or were, as they already got nerfed) too strong on people that are not the primary intended users of said items.

item 3748 item 3053 item 3156 item 3742

item 3053 - got a direct nerf on patch 6.4 (the HP reduction for every user), as well as an indirect change to make it worse on non-intended users (the change in build path). This indirect change puts a higher degree of the item's gold efficiency on the base AD increase, and also makes it so that champion are going to lose stats when upgrading the components unless they have 100+ base AD. For Juggernauts, that is at level 10-12. For ADCs, that is by level 17-18.

item 3742 - was also nerfed a lot over the last few patches. Is still the go-to Armor item on Junglers due to the attractiveness of extra mobility for those champions, but is no longer the only viable option.

item 3156 - Actually, the item that is too strong is not Maw itself, but item 3155 .

item 3748 - The "issue" of this item is, in its core, the same issue that Atma's Impaler had - massive offensive prowess scaling on defensive stats on an item. To reiterate, offensive power scaling on defensive stats is not inherently a problem and has its place in the game - on champions whose kits are balanced around these effects. Giving access to such an effect to everyone results in people picking them up that have no business using these tools - Yi, Fiora, Akali, Shyvana, that ilk of champions. For TH and its on-hit effect, this is especially noticeable on champions that build AS or on-hit amplification (Devourer) or have auto-attack resets (Fiora) or high base AS (Akali, tied for highest in the game). An interesting nerf would be, imo, to play on the "Titanic" theme of the item - have it set base AS to average (0.625) if it is higher than that value. This would not affect Juggernauts (who already have 0.625 or less), but curb its efficiency on faster attackers.
