I almost NEVER finish it but im able to 1v3 people, maybe even higher, with it if they cant lock me down in time :v)

The lifesteal you get from this is disgustingly high. If they cant lock you down you'll be getting kills nonstop, this is also why you have item 3139, so they CANT lock you down, while they try to kill you. Whenever i actually get this far, the game is basically over and ive basically won. Your AD is also high enough to the point where your MELTING health bars, giving you maximum lifesteal from this. Didnt add item 3035 because its situational for when you have someone tanky in game imo.

Any thoughts on this?

replace PD by LW

and LW isn't situational, even graves needs lw to be killed

But why should i get item 3035 if item 3046 offers SO much more? Last whisper gives you armor pen, but little AD. Phantom dancer gives you way more DPS(Attack speed), movement speed, 30% crit chance, which is a LOT, plus its passives which make your kiting and running so much better. So why should i get item 3035 if item 3046 seems to do more damage(or it may not, thats part of the question)?
