you can unlock rune slots before level 20
but the only runes that matter are the ones you can only buy at level 20

hmm you can only unlock a rune slot per level and only get level 3 runes at lvl 20
Hopefully runes get reworked at some point to make becoming actually competitively viable take less time for new players. If they remove runes entirely though, I'll be pissed. I spent some RP and a shit ton of IP on runes
