Would Urgot be viable if...
His Q applied on hit affects and could crit? And/Or His passive reduced true damage? And/Or His shield scaled of ad?

Honestly he's already viable. I've played some of him and he does pretty well in some matchups.

It'll be too much considering the fact that it would be unfair for EQQQ'ed enemies have to run out of his range while Urgot gets HP back.
His passive reduced true damage?
Not a lot of champions has True Damage, so this kit is bland.
His shield scaled of ad?
His shield already scaled with Mana, which everyone has been asking for a long time.
I can make him viable pretty easily. All he would need is his basic attack range to go up to say, what, 525ish? Give or take 25. Whatever the norm is for the bulk of ADC's now adays. The only reason he gets outclassed so hard is because he can be zoned from CS so easily.
Would give his Q more damage than any AD item in the game, basically becoming like an
Q that is targeted while his opponent has reduced armor....
along with cooldown, mana, AD....you know basically everything that he scales off of, even the HP would be more effective with the damage reduction on his ult.
I think it would basically break him tbh
