Should flat armour pen and shred be reduced for ranged champions?

Now I know that some people are going to get angry for suggesting this, but concidering a LOT of ad carries are buying yomuus and cleaver instead of the crit stats that riot had attempted to make their niche, it may be because the flat pen and shred are too good on them.

What I suggest is, similar to frozen mallet, all flat pen and shred (not last whisper) is reduced by 35-50%. That way there are still some times where getting a black cleaver may be good, like when there is a Malphite and sion on the enemy team stacking armour against your mf, who can ugly them and shred them, but that should not be so effective to the point where other adc's aren't good because they can't use those items( Tristana, pre-buff Jinx).

Maybe also for the juggernaut items, you could just make them never only maybe? That's besides the point anyway.

Since flat pen is intended for meter assassin types, and shred is intended for meter fighter types, they shouldn't be as effective on ranged champions.
