I thought, and I could be wrong, Ao Shin was shelved. They were not actively working on him, but they did not scrape him. I believe it was Ghostcrawler who said it.

Honestly , I am scared of what will this champion become if he gets relised.

I am afraid he will cause more problems then Lee Sin ever did.

I'm still scared that we'll never see Ao Shin and his kit was just loaded onto the anime wind samurai Yasuo and released.
