This would be incredibly broken, for J4 being able to lock down the entire enemy team by the press of a button with no counterplay other than to spread out completely
you do the only wall that STOPS you from using a dash is
ulti
which does no damage, doesn't last as long, has a shorter range, doesn't COMPLETELY SURROUND the enemy.. and has a longer cooldown

His ult would need to have a huge cooldown if you did this, which isn't saying much considering getting 40% CDR is easier to acquire than ever. That's the counterplay to him, considering he already has a knock up and the ability to cover a pretty large cap with E/Q/R. You're asking for his counterplay to basically be removed, which would break him.
Jarvans biggest problem at this point is that his base stats have been murdered and riot has slowly tried buffing them back without breaking them. Because j4 has proven to be a huge balance issue in the past and whenever he's even semi decent, he's tier 1.
So basically if Cass's W did guaranteed high AOE instant damage, disabled the enemy from escaping the zone for the duration of a teamfight, and was point and click. That sounds like a terrible idea.
And here's Jarvan in the LCS, he just E-Q flashed across the map and just ulted the entire team in his inescapable crater that has 0 counterplay.
And there's his team all outplaying the other team with their giant R button. Why are we absolutely not surprised that this team comp always ends up being on Jarvan's team, and why are we not surprised that they win every single game.

Yeah no. I'd just uninstall instantly. I already get tempted weekly as it is. If they did that I'd leave with 0 thoughts because I already know exactly what would happen.
I think he'd need sizeable nerfs to other areas if this was to happen. A 3.5 second guaranteed lockdown would be huge even if they could still move and attack -with good Jarvan knowing how and when to use it it would be a guaranteed death sentence.
It will never happen considering how much ass full ad jarvan is tearing.
That would be a good addition if they wanted to make sure there is zero counterplay to his ult.

If he gets grounded debuff then change his ultimate to last only 1 second.

I don't think he need it, it's annoying when people can ignore your ultimate but this change would make him op, forcing everyone to fight it without much to do.
if you are not blowing up the target with his E Q Ult tiamat combo you are playing him wrong.

How to get Jarvan nerfed into the ground in one easy step: Remove any and all counterplay to his ult.
If everyone on the enemy team has a dash then why did you lock in J4?
I could see it applying a 1.5 second grounded debuff to any enemies hit by the ult, that way they are stuck for a little bit, but he cant trap them in there for the entire duration.
Can this not happen? I don't need my champ getting nerfed again, especially after all these compensation buffs for neutering his armor many patches ago...
j4's ult is fine. good move VS olaf , trundle and other "immovable object that runs at you" champions.
they don't have jumps and dashes, and lots of time they pack ghost too.
