I just played a game against a Singed and he pretty much forced my top lane and jungler to chase him around while minions took top turret. He carried the game like that. Now, I'm not complaining, I just genuinely want to know. How do you play against Singed?
Pick a Top laner with great wave clear and some Sustain such as Yorick or Renekton, this way you can stop the wave from pushing under your turret and just clear the wave without losing health. No singed's proxy is doing nothing
Don't chase him. Play a top laner who scales.
If you are jungle, don't go up and chase him around wasting your time. That is what Singed wants you to do, as you are no longer applying pressure to any other lanes while all he cares about is pushing top lane. Obviously if you are in the neighborhood and see an easy gank/kill opportunity take it though.
If you are top just farm and outscale him then help the rest of your team, accept you will probably lose your tower before his.
If you are mid/bot hope your top/jungle follows the advice I just gave so Singed doesn't get to a point where he made your top useless and the game very difficult to turn around.
By picking Jax. I had a game earlier today where our Jax won top lane vs a mastery 7 Singed. He didn't let the Singed kill him in lane phase and didn't chase him around, so he was alright in lane phase, and the Jax even took first turret.

Don't waste time chasing him around endlessly
Play something ranged with slows, cc, and mobility like Kennen, or Teemo. A really hard counter to Singed is Swain, you can also try Swain in the top lane.
Having a lulu support can really help counter him to. He is no match for those polymorphs muhahahaha
All you have to do is the same thing he is doing in the middle of your lane. Ranged champions generally don't have a problem with Singed so I'm going to assume you play melee. Just rush a Ravenous Hydra and proxy your lane in front of your tower. Now the game is essentially a 4v4. This is much better than trying to chase him around all game making the game a 3v5.
Just dont chase him.
Pick 
and enjoy farming under tower. If he tries to proxy, you will get so many Q stacks, it won't even be funny. Start Doran's Ring to deal with the Q mana cost.
Max Q for farm and damage, then W, once W is somewhat leveled he wont be able to run away, or reach you if you want to use it for disengage.
