change kog'maw E for pete sake

Kogmaw is from an era when marksman didnt dominate every facet of the game and could be expected to be viable AP champions as well. However kogmaws AP aspects have been nerfed into the ground time and time again. He needs a full rework at this point unfortunately.

His E is better than his passive. If you die at the max of W range, you're never gonna ever hit passive.

It's good for peeling and zoning.

That is about it unless you need something to kite someone for a few seconds.
