Is Lulu more effective than Janna in low elo?

See, I know people complain about Janna the most, but at my elo she's actually one of the easier supports to play against, at least from my experience. From the times seasons past where I played her in ranked, to the times I've occasionally picked her in norms and the times that I've played against her, it seems like she's really reliant on the ADC being good as well. Shielding the AD can only go so far, and you can't kill people from your W or Q alone.

Contrast that with Lulu, who has a whole array of things to keep her AD alive like Janna does, but can also CC you more easily and does much more damage. Seriously, I can't even recall the last time I saw a Kog/Lulu lane lose. It seems to me that Lulu is more of a terror in low elo than Janna is, but is this all just anecdotal?

edit: realised that "more effective" was a more effective way of putting the title than "worse", mb :x

Janna and Lulu are both very mechanically intensive and have high skill ceilings.

They can be good at low elo if played properly.

Actually, Janna is the most effective at low Elo. Although Lulu is more annoying and you're more likely to find a "good" Lulu... (Lulu is more fun so more players main her than Janna).

The fact is Janna can do most of what she does very safely, and has a huge heal; which is a huge benefit in low Elo, where she has the highest winrate as a support and in some cases highest in the game.
