And we effectively have no counter to Soraka other than killing her because all GV only affects self healing, so her healing cannot be reduced in any way

I would argue that that is better. Counter-play should always be more important than counter-build. Besides, her ultimate removed GW anyway. GW wasn't the best against Soraka.
