The other champs who need to get reworked

The terror of Patch 4.20, but since then, he's so mediocre as a champ. I do hope he gets his rework after the Poppy and Taric re-launches. A real feast or famine character. Rendered obsolete by Diana. She's a mess.
He's only good when he's overbearing in numbers and even then, he's so damn easy to kite and kill. One of Riot's mistakes. Manaless, and endless sustain, making him absolute pain in the ass to lane against and even kill. With the re-introduction of the Executioner's Culling, he's a lot more gimped aside from his ult. Deemed so toxic that he's been removed from weekly rotation for THREE years. He's clunky. What's holding him back from direct buffs is his ult. He needs to have it changed.
