Pubstompers, Noobs, and Balancing Oh My!

So here's the problem.

There are a few champions that are unreasonably powerful in low ELO...this is something we all recognize (I'm looking at you -->MasterYi Tryndamere Riven Fiora Jax Nasus Yasuo MasterYi )

Now the problem is, these champions are not necessarily overtuned in their own right (my opinions on them are not the point at the moment) but the point remains that they are essentially demigods in bronze and silver tiers.

Just nerfing them is not a good solution, because balance should be determined by higher ELO, where more experienced players provide a more accurate representation of a champion's strength level. So if this is not the answer then what is? Should we let these champions continue stomping through low ELO games and continue listening to the slew of forum threads about "Master Yi Too OP Nerf plox" etc etc or is there a better solution?

Normally this would be where I would put my idea for how this could be fixed, but to be honest I don't have one.... What are your ideas for how to solve this problem? Are there more champions that I missed in my quick and not terribly thought out list? Should balancing be based around High-ELO or low...or both? Is it a coincidence that most of the champions are melee "bruisers" with high durability and damage? Will I ever end this string of questions? Would a simple education campaign on how to handle these type of carries help to tune down their power a bit?

Make the better training out on the net readily available and advertised. Also tooltips during the game to help out during death timers.

2 death in a row by riven top "You have died twice to the same champion, you should probably play defensively and call for assistance from your team" or possibly specific riven tips on how to counter in each death timer similar to websites like championselect.net it will give quick and dirty counter tips in a single sentence or two and show you what to buy for defense like item 1031 item 3140

What makes these champions OP is they snowball hard, which is fine. they are late game snowbally champs, that trade early game for super late game power. Low elo have trouble with them because they cant stop fighting from behind, and they have zero map awareness and are often too busy blaming everything under the sun with one exception being themselves for why they are losing. I experienced this very one this morning in a normal match. Azir blamed jungler for losing his lane by not ganking. Azir ended game 0-1-0 and nunu was 2-3-2.... while nunu died 3 times, he also participated in the game. Azir never left his lane and contributed next to nothing while blaming jungler all game, then states "i dont care if i win or lose" so in essence its inexperience and ignorance that makes these champions strong in low elo...so the only way to fight that is with education and training.

I just think it's a shame that (in my experience) it's very hard, if not impossible, to make it out of the lower tiers without playing one of these champions. Then you find yourself in a higher division, having practiced and perfected these "carry" champions, only to find out that they get shut down by coordinated team play and more experienced players... It's a complicated set of hoops to jump through just to climb the Lol ranked ladder
