Frost Queen's Claim glitch?

I can't be the only one that has all sorts of issues with this thing can I?

The ghosts don't behave normally (freezing and then teleporting to where they are supposed to be) Sometimes both ghosts hit one person (I assume this isn't intended anyway :P ) Often the ghosts will float right past one target and go to a farther target (despite their targeting being "closest two champions")

I want to know if these strange behaviors are intended or just glitches.
