I don't want to use Item Sets from champion.gg or whatever, I want to create my own item sets. But as far as I can tell, all existing 3rd-party program pull up existing item sets from websites or the like and don't let you create your own sets.
Does anyone have a good suggestion?

DeathBurst1 votesI know that, but that's not good enough. First, the Legacy client will be retired at some point. Second, even as of now, you need to launch a game from the Legacy client, or the updates you made won't be reflected in the Beta Client (bad surprise, if you didn't know it). And you need to do that for every bloody champion that you want to use this item set on. There is 130 champs on this game, that's definitely not good enough of a solution.
The main argument from Riot was "few people use Item Sets, and they can still use 3rd-party programs". Well then, WHAT 3rd-party program can I use? 'cause the couple I know aren't adapted to my use case.
DarkRitual2 votesRiot is likely to make an item set builder, it's just not a priority currently. Hopefully it will be put in before the legacy client is fully retired.

I don't have any personal experience with a program to do it for you yet, but I imagine I'll get more desperate when it goes away. Might even build a program myself to handle it...
