They nerfed his Ratios and Bases it seems to compensate for his new passive. However I think his old Passive was better. Win or Lose, Mid or Support I would always be topping the damage meters on Brand, now I feel like I'm doing jack squat.
The whole reason for reworks is to balance out op champions and give more flare to underpowered champions. Pre rework brand was pretty bullshit and could get fed easy, I feel like now he's a lot more balanced than he was.
Yeah he now does no damage if you don't land all 3 skills. His stun duration got nerfed to oblivion to so you're even more fucked. Basically Riot turned Brand into a braindead champ that can't win lane vs a good opponent and just farms till teamfights to try and abuse his passive. Kinda like a shitty azir.
Before it was a bit obnoxious because he only needed to land a single ability in Lane to chunk you a ton. Now he has to combo to take advantage of his passive.
