Ezreal will never be balanced tbh. He will either always be incredibly strong or be incredibly weak. I think they should keep him in the 'Azir zone' of around a 46-48% win rate global across elos.

Considering he's pretty much the most popular champion in the game for actually (surprisingly) a very hard champion to play properly its obvious he has a low winrate until his winrate reaches around 40% ima call him balanced
Look at his pick rate though. He's also still totally viable.
Other laners get far less picked and far more mastery players with lower winrates than that and not a word is said or anything done. But we expect all adcs to be 15 percent or more pick rate and 53 percent wr like jinx?
Ezreal isn't even weak, he just isnt AS strong as other marksmen right clickers and he takes some more effort since he actually has to aim.
