Caitlyn is kind of weak right now to be honest... she's popular only because she was played a lot in the LCS. She was played a lot in the LCS because her traps allow her team objective control, and both offensive and defensive sieging power. In a 5s group she's pretty strong and her traps are really valuable because they can instantly call (via voice chat) when an enemy gets caught on a trap and put out a lot of damage / react accordingly. In solo queue she's really unable to succeed in this way. Allies won't be positioned appropriately to make full use of her traps.

Her win rate is under 50% in solo queue. She wasn't popular at all during the tank meta despite her headshot at the time granting bonus armor pen, and her e serving as a strong kiting tool when kiting was the most important. Her laning phase is much weaker due to the nerfs to her Q (she's obviously still a strong laner thanks to her base attack range, but she's no where near as capable of bullying her lane opponent out of lane at will).

She's relatively balanced in solo queue, slightly on the weak side if anything. Of course her pro play insinuates that she's capable of being strong (she definitely won't get buffs because of this) and this makes a lot of people flock to her (like ezreal and lucian earlier this season). Meanwhile Kog'maw has by far the best record in solo queue despite the least experienced player base, but he doesn't see many games because pros don't take him (because an organized pro team can camp him to shut him down and make him useless while gaining themselves advantages to win with. In solo queue, few teams will repeatedly camp him with 4 and 5 man games).
