the new Shield Bash rune should be for abilities too

Currently on the PBE: Shield Bash (R2) Takes place of Bone Plating [New Effect] "Whenever you gain a shield, while still shielded your next basic attack against a champion deals 5 - 39 (+1.5% Bonus Health) (+8.5% Shield Amount) bonus adaptive damage (minimum 4s proc window)."

This should be possible to proc with an ability as well. Why? Because of Azir and Rumble. Champs that use shields should have a good way to proc such a rune regardless of whether they are able to land autoattacks easily or not. The problem with Azir is that his soldiers do not proc onhit effects. The problem with Rumble is that he's melee but his bread and butter damage sources are all ranged abilities.
