flat pen oriented builds took a hit with the loss of 10 flat pen in the game when black cleaver was reworked. (I like the black cleaver rework by the way, I feel like it is a much more interesting item now)
10 flat armor pen boots would be a reasonable addition to the game and may help assassins a bit without making them super obnoxious, since they would have to give up the magic resist and tenacity of mercury treads to buy it.

Brut + pen boots would be insane early on and would make Riven, Toaln, and Pantheon even crazier.

This wouldn't really help caster tho. it might still ... would open up builds ... i could see crit boots get paired with ghostblade alot gives 40% crit chance.. plus runes could easily get 45%. Its enough to proc some during the short skirmishes.
