I think this is the wrong way to go about nerfing TP

Now first and foremost although tp is strong I do find it silly that its being nerfed before flash (simply ob the basis that 95%+ of people take flash tp is whereas tp is currently the option normally taken by solo laners + some junglers over their other choices

However if TP needs to be nerfed I think this is the wrong way to go about it. Hitting the CD for TPing to a turret is going to have little effect on top / mid laners quickly joining a fight / minion wave to push an objective after a fight. This normally happens on wards or nearby minions.

What this is going to hurt is laners who are falling behind and forced to back constantly during an oppressive lane. (The reason the refund exists in the first place.

I'm no numbers expert so feel free to suggest a better tweak but what about something like.

With this tp can be used less for swinging a fight (you should have simply been there in the first place) but kick struggling laners when their down as much. Now this could still be used to swing turret dives but HEY turret diving is supposed to be a dangerous high risk / high reward tactic so I don't see the problem with that.

I think the need to nerf to is needed. The mastery changes and a new item will reduce summoner spells cooldown so the mobility of people with tp would be to great. Like if Garen tp top and 150sec later is tb bottem for a gank this seems like a little ot much mobility for people who take tp. Sorry if my grammar is bad :) IM STUPID.

I think the direct and indirect nerf it gets are perfect. i always used TP even long befor it had reduced cd if used on towers, so i will certainly still use it if it'S removed. Imo it's mostly a map-mobillity tool, allowing for crossmap plays, not a 'gotta be back to lane ~25sec faster'' tool

The removeing off homeguards that is planned on the next pbe cycle will also impact TP, especially for specific champs, which is good. That moves the focuse back on stractegical-mobillity-tool rather than 'cheese ganking tool', and also puts more value on the distortion enchant. Also, don't forget that masteries+cd-boots can give 25% cdr for summoners now.

The whole "TP to a tower for reduced cost, was a mechanic introduced when TP was weak." (never really knew why it was weak then. But when they first put the ability on. It was over tuned, and caused Hypercarries to dominate the top lane.

Regardless of back then. Their are a few abuse cases, especially when using as a retreat spell. cause you will get the reduced CD when using it defensively.

But the problem with your solution is. 300 Seconds really seems to be the Maximum CD you can put on a spell. (or on anything for that matter.) But they don't really want to hammer it's ability to Jump into a fight. That's exactly why you take the spell in the first place.

The Problem with TP is not that it's too good at map control. but that it's good enough all around to be used by all laners. Which is why Riot is targeting it's secondary uses, which are not really good to support.
