why rune pages costing ip is a thing?

so its not f2p because runes cost ip and runes pages too. which am not saying it is. but why do the pages cost ip? . I mean 6300 for one page. have mercy.

can you increase the base number to like 5. and then keep them at that price. I mean it doesnt take too long before we play more than 2 kinds of champions.
