Laning against fiora as Illaoi.

Personally, (quick vent) i think it was one of those bullshit lanes where you're fucked no matter how well you try to predict movements and land/time spells unless they make bad plays or your jungler ganks often and sucessfully. See Riven v. Garen, Kat v. Kassadin, Riven v. Cassiopeia (if she stays out of rivens range that is) ex. Admittedly I've only done the matchup once before, though this last time was dreadful. Considering Fiora's dash is essentially on an 8 second cool down at level 1 lowering as she levels, her passive gives her bonus movement speed and sustain I'd likely assume she's a strong counter to Illaoi (WLots of counterplay and telegraphed skillshots in illaoi's kit that fiora can sidestep.) Is this one of those hopeless lanes where i just hope for a gank and farm for lategame? It was probably one of the most difficult and unforgiving matchups i've had in a while. 1 kill and it wasn't even a fight anymore. Help?

I've personally never had any issues with Fiora as Illaoi. Your window of opportunity is when her Q is on cooldown she either has to hit you with it or use it to dodge so you can smack her with your skills. It also comes down to how well you hit your E. If you don't hit it often youre going to have issues against any laner.

I have issues going against Swain as Illaoi though

After she uses Q, you're free to slap her with yours if she isn't chasing you. Just afk farm the lane. Last hit with your skills out of her range.

That's literally it. Don't try to win the lane, try not to lose the lane by dying.

If you're more comfortable with the match-up, you can start trading, but if you're not confident, just afk farm it. No reason to tilt yourself if you make a mistake.
