I don't necessarily agree with that. Does every coach have to be a player?

However, I would say that the game shouldn't be balanced around pro play when 99.999% of the games played aren't pro.

Pro play is the most balanced level of play. If they balance around low elo play (where the vast majority is) people like Lee Sin, Katarina, Camille, Zed, Riven, Ezreal, would all see buffs due to drastically low winrates and general unplayability at lower levels due to skill differentials.

Well then if we go by this comment then they must be balancing around low elo play. Because the only reason you seen Lee Sin in Pro Play last season was because he received a buff specifically so that they would play him in Pro Play. To the point where they even mentioned it in the patch notes when they buffed him.

So the game isn't balanced around pro play. If you notice their are minor adjustments to champions that aren't in competitive play. For example Chogath, The Warwick Rework, and many others. The point being the refind tunning of champions is normally done for the community. In other words their player base, or in business terms "Income". Competitive adjustments are specific patch's. That tend to happen around specific time frames. They are usually in the begining of a new season, Slightly before MSI(After playoffs), usually their is tuning prior to the start of the summer splits. Then another patch that hits before worlds.

If you want an example of how this works, look at the LCK. They never play on all the patchs, like normal players do. They skip patch's frequently, and remain settled in a patch for extended periods of time. The LPL is set the same way and so is the North American LCS.

Why does it matter? They balance champions with facts like win rates, kda and gold income.

so azir and ryze were balanced when they had a low winrate?

They're too strong on the right hands. They have super high win rates on people who know how to play them.

The balance team isn't bronze. As I said, pretty easy to understand.

pretty sure some of them are silver/bronze

Burden of proof says they aren't. And even if they were, it would have nothing to do with their ability to balance.
