Because its the top few thousand players that usually create the meta. People see what is op in high elo and they try it out in there low elo games. Why is it so hard to understand?

It's really hard to balance around people who don't know what they're doing, because different people will do it wrong in different ways. So a champ balanced for one bronze 5 player might be relatively OP for a different bronze 5 player, and yet they'd both still be bronze 5 players who would be utterly and completely stomped by someone who actually did know what they were doing, since 'balanced' when you do it wrong is pretty much guaranteed to be OP when done right.
