As it stands, these champions are in a terrible spot and between the nerfs to them and to sunfire they can no longer compete. Champions now can just ignore their damage and kill them because they aren't threatening enough.
What I would like to see is naut mana needs reverted and poppy passive buffed to 4 seconds and see where we can go from there.
NinjaGuy691 votesNautlius is just fine (maybe could use a small mana regen buff) but he's not in a "terrible spot" as you state by any means. Poppy is scheduled to get buffs in patch 7.13 according to a post Meddler made today.

Champion balance doesn't just revolve around win rate. There are a lot of factors that determine a champion's relative strength. His kit is healthy for the most part in my opinion. The reason his win rate is so low is because the META top laners all take a poop on him in lane, which makes it much harder for him to scale up and be useful in the mid to late game.
