Temporarily from Ranked? Absolutely

Forever from Normals? Nah

Like, when I play Ranked, and I have a Tristana who auto attacks minions in every teamfight because "Lol I'm using attack-move, are you stupid?" Yeah, she doesn't deserve to play Ranked

But if I'm playing Normals and someone is trying out Full Crit Dark Harvest Thresh, just let the man enjoy himself

banning bad players would mean banning new players from playing the game
