Why did Veigar need buffs? Just why?
I'm getting tired of being one-shot as a top lane tank at 09:00. Why did Veigar need this buff exactly?

So either you got dominated by a veigar to the point you no longer exist in the game. You AFKED in base come back at lvl 2 to his what lvl 10 or 11. Or you are over exaggerating and was poked down constantly and then ulted.

uhm are you stupid? or do you just like being a complete ass to people? Veigar's ult can deal around 700 damage at 9 minutes + your missing HP, its an execute now dummy.[zombie-brand-mindblown]

Riot already took all the skill out of his kit. They will keep buffing him like tjey did with Cho till someone picks him in the Lcs.
