@Meddler: Would a Champion with a built-in Spellthief passive be broken?

Spellthief's Edge is a good example of risk/reward in that you get bonus gold when you poke at the enemy or poke turrets. Good for supports like Sona or Nami, who are good harassers.

Now, what if there was a new Champion, say a Thief, whose passive was the following:

#Pickpocket Dealing damage to an enemy Champion or large monster grants X bonus gold. This effect has a Y second cooldown. Additionally, gain Z bonus gold on Champion kill/assist.

Would this be broken on a non-support Champion?

I don't see how it could be broken, TF and Ashe get it for CSing.

I think Riot Repertoire said that Ashe is going to be having her gold generation passive removed when she gets her update soon. Something about freeing up some power budget.

where's the risk in it?

Whether it would be broken or not would all depend on the numbers. I also think it would have to be put on a utility champ with either an awkward AA like Karthus or being melee with some ranged harass with a mana resource. If its a passive it has to come at some cost in overall power so it can't go on an assassin imo.

Riot has moved away from "free gold" overall. They changed the Gp10 items to only be support-friendly, after they made it so they no longer stacked (RIP 3-Avarice Gangplank) and I see them moving further away in the future. Draven has kept his, but since he loses stacks on death he has a much greater risk to the reward (although I feel it does just contribute to his insane snowballing)
