Let's talk about Liandries, Riot

First of all, great job with the AP item pass, it really does create diversity and offers a lot of items that cater to distinct playstyles. The split into 3 Mana+CDR items for example is an ingenious way of adding more flavor to AP items in general and the new item does give a very interesting window of power with the MS and Ap boost.

Hell, GW is now more easily accesible as well for champions that can't really itemize mana, so that's great too!

But I want to talk about one particular item here, namely Liandries' torment item 3151 Was changed into an item that benefits sustained damage patterns more than burst, with the removal of the flat pen and the new passive The 10% damage increase over 5 seconds is great for bruiser-y type champions like Mordekaiser, Rumble and co and it's actually THE item that looks like it'll be the AP variant of item 3071 , truly supporting AP bruisers for the future.

But the one thing that looks way too strong on it is the %MAX hp burn being 4 bloody percent. I personally feel that, if you want to change it into the DPS version, the Max HP burn value needs to be lower to stop abuse cases. I'm also thinking that the increased burn to movement impaired units should be REMOVED, since it shoehorns champions into buying both Liandries AND Rylais to access the full damage.

Overall I think it's a change into the right direction but that MAX Hp burn is going to be problematic if left untouched. I personally feel these changes should be made: >Max Hp burn changed from 2-4% to 2% FLAT >Removed the double damage component against MS impaired champions

The change from current hp to maximum hp is already really, really strong and keeping the same numbers is just asking for trouble.

I can agree with the movement impaired bonus damage for sure. But I think there needs to be some scaling and here's why.

The old Liandries was the go to mid game item for ALL AP CHAMPS. So now they made it more niche, but the mid game spike has been kinda tanked with the removal of flat pen. There has to be a trade off somewhere, especially since most DOT champions fall off late game, Casseopia being the only exception. By allowing them to scale better, it makes them feel a bit less poopy about losing the flat pen.

Now I do believe the CC thing kind of did that for them, but like you said, it's a step backward by making it so that champs who want Liandries might kind of have to build Rylai's to really feel the full effect.

Fun Fact: With Liandry's + Crystal Scepter If Mordekaiser has about 350 - 400 AP he can legit 1-shot any non-tank with his ultimate.

Math Time - Liandry's does 2% per-tic, doubled to 4% with movement impaired champions (which occurs with Crystal Scepter's slow). Morde's ult tics for 10 seconds, making Liandry's do 40% MAX HP from just the ult timer + 12% more for the final 3 ticks after damage from the ult duration ends for a total of 52% Max HP damage. Add in Morde's rank 3 ult of 35% Max HP damage (+4% per 100 AP), the new total becomes 87% Max HP damage from just Liandry's and the ult's base damages, adding in 350 AP gives +14%, making it 101% Max HP damage pre-MR mitigation. You add in more AP, that % goes up until any squishy champion in the game just dies, unless they get shields and heals, a slow painful death over 10+ seconds.

Just for tagging his ult and walking away. This is without the damage amp from Liandry's other passive.
