i am having a bit of trouble understanding this..if rakan is nearby, they can both use this..on the wiki it also says that they both gain 40% bonus AD?? am i reading it right?? and this 40% bonus AD, works only when Rakan is nearby??

Xayah's stats don't change, the only difference is that Rakan can use it was well.
Nobody gains any AD from this ability ever. This is relevant because it would interact with the other abilities damage, which is not what they wanted. Basically, think of Ashe Q for what this ability does.
Without Rakan, the W gives attack speed depending on rank and makes attacks deal an extra 20% damage (again, not extra AD, just extra damage). With Rakan, the W gives the same attack speed and the extra damage increases to 40%. Additionally, Rakan gets the attack speed and 40% extra AA damage.
