Can I get an opinion regarding this "thief" ultimate?

Severa, the Princess of Thieves

Once again, I'm working on making a good thief Champion, and I think I've finally gotten an ultimate that could fit the design and theme.

This is excerpted from the link above. It's a rough draft, so take it with a grain of salt.

Severa drains 20/25/30% of target enemy Champion's attack damage, ability power, armor, and magic resistance for 6 seconds. Severa can activate The Big Heist again within 4 seconds to transfer the stolen stats to a target allied Champion for 6 seconds. If she does not reactivate it within 4 seconds, she automatically transfers the stolen stats to herself.

All stat modifiers decay over their respective durations.

140/130/120 second cooldown. Costs 100 mana. 400 casting range.

The idea is that you can target an enemy carry, tank, or hybrid (best case scenario), and turn all of that target's stats against them by buffing a teammate for a short time, turning them into a combat monster. But by itself, it does no damage, so you have to use other actions to finish the job. Also, the effect decays over time, so you gotta make it work fast.

Too good? Or potentially usable?

Sounds too good. It's like a Trundle ult, except you can give it to anyone on your team. If the drain is immediate, then the ult is broken. If it's not, it might be relatively fair.

Comparing to Trundle, it doesn't steal life. Trundle can use his ultimate both as a powerful combat sustain option and as a tank buster tool. Severa would not be able to use it as a sustain option.

EDIT: Thought of a way to make it more fair. All stat modifiers now decay over their respective durations. This means the effects are only strongest at the start of each effect.
