For his mobility to be completely limited to every 8 seconds at max rank and no amount of cooldown will reduce it.

Tbh, this would be fine.

(Off topic) It is these kind of things that just make me mad because Riot can implement many fixes to champion that needs them. Fizz is a good one. Warwick needs some nerfs reverted and there are many more champs that deserve it too.

I don't know why this is getting downvoted. It makes him untargetable, acts as a gap closer, does AOE damage, and slows. Its one of the most overloaded single spells in the game. That damn spell doesn't deserve to have its CD reduced with rank given everything it already does.
