Broken Champions(laning) Discussion

I'd like to know what you guys think of these champions and my thoughts of their toxic game play in my opinion

Now Most of these champion i don't necessarily think of as "OMG SO BROKEN WHAT THE FUCK IS THIS???", i just think their laning phases are extremely toxic, with little to no counter play and just ruin the game with forcing you to sit under tower until they can dive you. It makes for an extremely un-fun experience and ruins the game of "OH YOU OUTPLAYED ME? WELL IT'S MY TIME TO SHINE OR YOU DINE". I love champions that provide clear counterplay with their kit/mechanics. Those like Kled for example. Get him unmounted, wait for him to farm with passive, all in him. But there are a few who i see just RUINS this game. Who ruins this game for you? For me I think Pantheon. I don't feel like i need to go into detail about him. Most sane people(yea i said it) realize that he has a very, VERY, binary toxic laning phase. You get rewarded for basically nothing, and i feel like his kit is too overloaded for the phase. Maybe Panth is one of those "We made him, we fucked up, now we have to deal with him" champions. I don't feel like he should be able to all in someone, take a turret shot, reset shield so easily, and still be quite, QUITE, tanky while doing so. I feel like the juggernaut rework might have been a way to shake up the meta, but it got out of control. And before you say "MANA ISSUES" please realize that's the least of his worries. Like seriously, you obvsly play panth and realize by the first back you need not worry about that too much.
