Because it's inefficient to just have skill points spent everything. Champions usually have an optimal way of being played, and maxing certain skills enables that

You max one skill at a time to make it really powerful instead of having a bunch of slightly stronger than average spells. I have no honest idea why you max one spell first (unless the other spells are all shit) and the only reason I do it is because my brother told me to. When I first started, my main was Blitz and I would put points in like Q -> E -> W -> Q -> W -> R -> E -> Q -> W -> E -> etc.

because you can only put 1 skill point into a skill at a time ( ͡° ͜ʖ ͡°)

Naaa mainly because its your best source of damage

But it also depends on whats best for the current situation , if you lack survivability but have a built in shield , you might max that first, as a tank

and vise versa

its like when building items , having 4 long swords all over the place isnt as efficient , as a finished item that has the same damage as 4 long swords but with an active and passive

Syndra is kind of built around it?

It enforces a "specialty" for champions, as being a jack of all trades usually means you are a fail-at-all-trades in league. You want to excel at one thing because your champion is designed to have a certain playstyle, and usually going all in on that playstyle is best.

It also helps that they scale better (usually) with more levels and that cd's help a lot in terms of these specialties.

Generally you max a certain ability first because it matches what you need in that game. Lets take Blitz as an example:

Blitzs q is really good bringing people to you but can be dodged or you might miss, while your e is a guaranteed hit as long as you can get close to them.

Lets say you are facing a caitlynn. She only has 1 mobility spell and it is on a fairly long cd. You have two options for trying to play against her:

  • Sit back by your ADC and try to land a pull then knock her up
  • she might dodge the pulls but you weren't in danger
  • Run up to her with E forcing her to use her mobility and now you can q and are practically guaranteed to land it.
  • you will probably take more damage but now the enemy has no escape

With the first style you will be going through a lot of mana and you will have to max q if you want to be able to use it in a reasonable amount of time. With the second style they will most likely already be close to you so maxing q is wasteful when you E can be on such a short cd.
