Is alistar or thresh better for cc?
Ali can become tanky to block damage (cc?) for his team but thresh can hook and get one person out of position for 2 seconds...

Alistar has more hard CC. Thresh has more CC in general.
Example, Master yi comes, Alistars just about guarenteed to knock him away and up.
Alistar would be better there.
But there are situations that depend. Usually thresh is better though
Ali is better at entirely disabling people, Thresh is better at making sure they don't move.
Which one you need is dependent upon your and their team comp.
Is alistar or thresh better for cc?
They're both pretty much the same.
Alistar's is better in mid-CD spurts, Thresh's is better in long CD engagements, Alistar's is more reliable, Thresh's is safer to use.
Thresh wins with better utility via lantern and Alistar wins with better sans-item combat stats via 70% DR though. I'd pick them more for adding extra mobility to your teammates or adding a dedicated tank to your team-comp.
They're both pretty much the same.
That's wildly inaccurate.
Alistar's disabling power is far more significant because of it's strong initiation potential / AoE prowess. Thresh is more effective in smaller skirmishes due to his lockdown being more targeted and less AoE focused. Still the major difference between these two characters is that Alistar , in a pinch, can fulfill double role of being your team's frontline and yielding support/peel when necessary.
Thresh can't do that. Sure he can initiate but he'll get shredded if the follow up isn't instant and very strong. Basically they're completely different.

Thresh's Flay has AoE disables, and Thresh can choose to fallow his Death Sentance for a DS+Flay+Box combo for a strong innitation with AoE prowess.
Thresh is far more effective in smaller skirmishes.
Thresh is more effective in larger skirmishes. His full combo is wider-reaching and more effective in large CD battles. His death sentence is also, well, often a death-sentence. Thresh is more about going ham and landing a kill.
Alistar is more effective in smaller skirmishes, as he brings a mini-malphite ult on a pretty short CD timer. Alistar can also just spam headbutt to control the pacing of shorter trades without committing fully.

Being a tank and the front line involves, well, being in the front. Usually involves initiating a fight and leading the charge.
Alistar's combo has a fairly short CD, but not short enough to be the frontline and falling back to peel.
Thresh's lantern, Flay, Death Sentence, and Box allow him to more dynamically shift between picking a fight and falling back to lend aid eslewhere, as he's got more CC abilities and lantern can aid in peeling.
Also, like Blitzcrank, Thresh can initiate a fight for his team by bringing an enemy to his 5-man gang rather than being limited to picking a fight by diving into a 1v5.
Basically they're completely different.
They're not that different in what they bring to the table in regards to CC, their CC strength is about even.
Difference is more what strategic value each pick adds to the team outside of their CC capabilities. Thresh covers for slow teammates through his capacity to pick fights by bringing enemies to his allies and his capacity to lantern-express his allies to him.
Alistar covers for a solid front-liner if his team is on the squishy side and needs more beef.
Thresh's Flay has AoE disables
Flay is nothing compared to Pulverize.
and Thresh can choose to fallow his Death Sentance for a DS+Flay+Box combo for a strong innitation with AoE prowess.
That's flimsy compared to a simple Alistar W-Q combo and again, it places Thresh in a bad position whereas Alistar can do fairly well as a consistent frontline for a team.
Thresh is more effective in larger skirmishes. Alistar's QE combo has a fairly short CD QE combo QE
Yeah I'm going to stop reading that....
Alistar has a much greater presence in larger fights, Thresh is more solid in smaller skirmishes. This isn't even debatable as it is rock solid fact and I have explained why... I don't want to bring up your stats because the moderators dislike that kind of thing, but I can tell you that at plat and diamond (My brackets) , this is taken as read.
The bulk of Alistar's power budget is spent by Pulverize, Flay is nowhere near its level. There is a reason that Alistar has been extremely prominent in nearly every tournament held since S1.
Alistar is better for all ins, thresh's is good for picks but Alistars can be slightly more valuable since he can knock up an entire team plus his is a bit more reliable
